At the meeting were Kaz’jo, Chabat, Ryleen, Hadunka and ‘Ros. Gen’jin joined us later.
The first point of discussion was the new laws we plan to bring in. Ryleen decided that the following rules are now official:
1) The word of the Matriarch and the Primal are final and must be obeyed.
2) The safety and well being of the Heritage should always come first in all our actions. We should always consider ourselves to be acting as representatives of the Heritage of Zandalar. If one has personal issues that would conflict with this, they are to bring it to the attention of the Matriarch or the Primal so that a solution can be found.
3) Respect the Loa and Ancestors and do not abuse their power.
Members of the Heritage found to be breaking the laws can expect the following punishments:
1) Minor punishments will involve temporary Hexes.
2) For more serious crimes, a limb (or limbs, depending upon the seriousness of the crime) will be removed from the offender while unconscious. While this seems very harsh, it will give the offender chance to fully understand how much we must all trust and rely on each other. While the limb regenerates, the offender must demonstrate contrition so that the others will feel they deserve the help they need.
3) Finally, in extreme cases, the offender my suffer all of the above and then face exile, either temporarily or permanently (again, this depends on the seriousness of the crime).
Next, Chabat suggested that the Heritage draw up an agreement called a Charter. This would be agreed by the whole tribe and all existing and future members must agree to abide by it. The Charter would cover such things as the goals of the tribe, the roles of each rank of our members in achieving this goal and how we expect our members to behave.
Chabat will be seeking advice on how to draw up the charter and will write the final agreement but all members of the tribe are encouraged to contribute as we will all be agreeing to abide by it.
During this discussion, Ryleen revealed that she still has not heard from the Ashen Order about who will be appointed to observe us and she will try to clarify this as soon as possible.
Hadunka was keen to make the trip to Gnomeregan as soon as possible to obtain the scrap metal and parts we need. The date was set for Tuesday 1st of June at 20.30. If you wish to join the expedition, please sign up.
At Gen’jin’s prompting, Kaz’jo gave us an update on the mission to Zul’Drak. Three Drakkari priests and a stone colossus were defeated and an offering was made at Zim’torga. The Zandalari were impressed with how our people fulfilled their task and agreed to our request for an alliance. Gen’jin showed us the seal of King Rastakhan as proof of the Great King’s blessing.
Finally, Gen’jin reported the presence of a new ancestor spirit in the valley. When Ancestor Zen’zil was finally defeated, many spirits were released. Gen’jin and the others managed to make them all at peace and send them over to the other side save one.
The spirit of the Girl Vin'jan'é returned to our world, and lost all memory, but that she missed her family and went home but found nothing. It was there they met her.
Although Gen’jin managed to restore her memory, she still refused to cross over and they fought. However, during the battle, Gen’jin relented and allowed the spirit to stay. The spirit cried crystal tears which Gen’jin found to hold a familiar power and he was able to extract great Mojo from them.
The spirit now dwells in the fountain and causes a strange mist to appear when she manifests at the late hours of the night. Those who are in need and are able to make Ancestor Vin'jan'é cry tears of joy may take the crystals to Gen’jin to extract the Mojo.

Jeez, you guys were all fine with turning people into frogs and sheep but mention amputating a hand or foot, under aneasthetic, that you know will grow back and you go all squeamish?
Flogging (with a propper barbed whip), branding and exile are all worse (notably due to either the severity of the wound inflicted and/ or the higher likelihood of death resulting from the punishment)
then there's always my suggestion of burying people up to their necks and letting wild animals eat their faces...in fact...can i put that in?...

Limb removal sounds kinda brutal because we are humans; it is permanent and cruel for us, but not so for trolls. Let's not forget, though, that cutting off a limb temporary makes a person incapable of doing any kind of work. Same thing with turning into frogs and sheep though - but that sounds less brutal because of being more funny and less realistic.
Shouldn't the limb removal be turned more into an "eye for eye, tooth for tooth" kind of rule - since all of those grow back? Like, the punishment for eavesdropping should be cutting off the ears, for cursing it should be cutting off the tongue, and for theft or violence it should be cutting off the hand. What do you think?
Also, burying someone up to the neck is used by ogres in the game on a troll. And they even forget to give him his hookah!

The point of the amputations would, as sort of described in the first post, be to teach people a lesson. They will be forced to rely on others to manage their daily life, differently much depending on how they were injured. To be disabled will cause a certain amount of discomfort and suffering, as well as show them what it means to have to rely on others for safety and survival (the lesson being that it's what we all do in the heritage, and it's quite likely that their initial crime was to go against this; thus the need for this lesson). And lastly, since they will need to rely on the rest of us to manage, they will of course need to first make us want to help them. If they did something wrong and are being arrogant and mean about it, life will suddenly be so much more difficulr once that limb is cut off.

That said, Snicka's idea does sound like a good way to decided which limb will be removed in the event that it's actually nessecary
